Or Stone used the promise of speaking from the steps of the Capitol to lure the mob there knowing what they hoped would happen - disruption of the certification of the electors - and then deliberately stayed away. Perhaps even knowing the Proudboys and Oathkeepers would instigate from within the body of the mob, inciting others to join them in the assault on the Capitol.
